Changes to the Benny® Prepaid Benefits Card

As of January 1, 2008, New IRS rules affect the way participants use their Benny® Prepaid Benefits Card to purchase pharmacy and over-the-counter products. The rules require that discount stores and supermarkets have the ability to determine IRS-eligible expenses at the register. This includes pharmacies located inside a discount store or supermarket. The technology is similar to what Wal-Mart and Walgreens already have in place.

During the first week of December 2007, we mailed a notice to all Benny® Card participants explaining this change, along with a current list of participating retail businesses.

This change is good news for participants because it will reduce the number of letters they receive from us requesting follow up documentation on pharmacy and over-the-counter items. Please note, however, that it does not eliminate the IRS requirement that participants keep all documentation of any expense that is reimbursed from their plan.

If a participant's favorite store is not on the list, they will still have the option of using another form of payment; they will just need to submit a signed Request for Reimbursement form with a copy of their receipts.
