The Benny™ Prepaid Benefits Card
Please note: Some employers do not offer this feature. If you are unsure whether or not you have the Benny® Card, please contact your human resources manager or plan administrator.
The Benny™ is a special-purpose MasterCard® that draws on the value of your annual FSA or HRA election amount. It gives you an easy, automatic way to pay for qualified healthcare expenses not covered by your health insurance. Each time you incur a qualified healthcare expense at a health-related business (like a pharmacy or doctor’s office) that accepts MasterCard®, simply use your Benny™ Card. The amount of your qualified purchases will be deducted automatically and the pre-tax dollars are electronically transferred to the provider for immediate payment.
New Process for Benny Documentation Notices
We are changing the timing, frequency, and look of letters requesting documentation to support your Benny™ MasterCard® transactions.

We will issue these letters on a weekly basis, rather than monthly. Receiving letters sooner will help you keep track of your transactions.

You will have six weeks from the date of the first letter to provide documentation supporting your transaction.
E-mail Notifications
In an effort to be more environmentally responsible, we will soon begin sending your Benny™ MasterCard® letters via e-mail if we have your e-mail address. Participants without e-mail will still receive notices by mail. Please take a moment to make sure we have your current e-mail address.
You can add or update your e-mail address three ways:

FSA and HRA Participants
If you are an FSA or HRA participant and currently have outstanding Benny™ transactions, you will receive one or more of the following notices, based on your account status:

First notice: If we have your valid e-mail address, you will receive the notice by e-mail. Otherwise, you will receive the notice by mail.

Second notice: If we don’t receive a response, we will send you a second letter four weeks after the first letter. All notices from this point forward will be sent by mail only. This notice will explain that you have only two more weeks to respond to our request for documentation.

Third notice: If we don’t receive a response, a third notice will indicate the card has been temporarily suspended and will explain the steps required to reactivate it. We will send this notice six weeks after the first notice was sent, and the card will suspend on the same day.
Insufficient Documentation Notice
If you send documentation, but it is not enough to support the transaction or it indicates the transaction was ineligible, we will also notify you. You will have two weeks from the date of this letter to resolve the outstanding transaction before your card is temporarily suspended.

Helpful Tips for Using Your Benny™ Card
Check Your Receipt: Before you leave the doctor’s office or pharmacy, look at your receipt. All receipts must show three things:
• Date of service or purchase date
• Brief description of the item or service
• Dollar amount (patient responsibility after insurance, if any)
This is especially important when you purchase a prescription, as pharmacies sometimes provide only the debit card receipt, which doesn’t include an item description. If your receipt is incomplete, ask the provider or pharmacist to print out a receipt for you showing all three pieces of information.
Ineligible Expenses: If you are notified that you have made an ineligible purchase with the Benny™ Card, you have two options:

Mail a refund (check or money order) for that amount to: Manley Services, PO Box 70168, Eugene OR 97401.

Submit a receipt for an out-of-pocket expense (not paid with the Benny™ Card) to be used toward the ineligible expense.
