New Process for Benny Documentation Notices

We are changing the timing, frequency, and look of letters requesting documentation to support your Benny™ MasterCard® transactions.

  • We will issue these letters on a weekly basis, rather than monthly. Receiving letters sooner will help you keep track of your transactions.

  • You will have six weeks from the first letter to provide documentation supporting your transaction.

E-mail Notifications

In an effort to be more environmentally responsible, we will soon begin sending your Benny™ MasterCard® letters via e-mail if we have your e-mail address. Participants without e-mail will still receive notices by mail. Please take a moment to make sure we have your current e-mail address.

You can add or update your e-mail address three ways:

  • Access the Profile section of MyFlex at ManleyPlan.com
  • E-mail us: customerservice@manleyserv.com
  • Call our Customer Service Department: (800) 422-7038

FSA and HRA Participants

If you are an FSA or HRA participant and currently have outstanding Benny™ transactions, you will receive one or more of the following notices, based on your account status:

  • First notice: If we have your valid e-mail address, you will receive the notice by e-mail. Otherwise, you will receive the notice by mail.

  • Second notice: If we don’t receive a response, we will send you a second letter four weeks after the first letter. All notices from this point forward will be sent by mail only. This notice will explain that you have only two more weeks to respond to our request for documentation. 

  • Third notice: If we don’t receive a response, a third notice will indicate the card has been temporarily suspended and will explain the steps required to reactivate it. We will send this notice six weeks after the first notice was sent, and the card will suspend on the same day.

Insufficient Documentation Notice

If you send documentation, but it is not enough to support the transaction or it indicates the transaction was ineligible, we will also notify you. You will have two weeks from the date of this letter to resolve the outstanding transaction before your card is temporarily suspended.

FSA Eligibility for Over-the-Counter Medicines To Change January 1, 2011

Beginning January 2011, approximately 35 percent of all over-the-counter (OTC) medicines will no longer be eligible for spending account reimbursement without a prescription from a medical provider. Items such as cough medicines, pain relievers, allergy medicines, acid controllers, and diaper rash ointment will no longer be reimbursed unless there is a doctor's prescription submitted along with the reimbursement request.

  • You will not be able to purchase these items using your Benny™ Prepaid Benefits Card. You will need to submit a manual Request for Reimbursement form, along with the prescription.

  • The new regulation applies to when the expense was incurred, not when the claim was submitted. OTC expenses incurred on and after January 1, 2011 will require a doctor's prescription. Expenses incurred prior to January 1, 2011 will not.

  • The change applies to the tax year (calendar year) beginning 2011, not your FSA or HRA “plan year.” So if your company's plan year begins on a date other than January 1, the change is still effective January 1, 2011.

Though the specific list of items affected has not been completely assessed, the following categories of items will require a doctor's prescription and therefore cannot be purchased using a health care debit card:

  • Acid controllers
  • Allergy and sinus
  • Antibiotic products
  • Anti-diarrheals
  • Anti-gas
  • Anti-itch and insect bite
  • Anti-parasitic treatments
  • Baby rash ointments/creams
  • Cold sore remedies
  • Cough, cold and flu
  • Digestive aids
  • Feminine anti-fungal/anti-itch
  • Hemorrhoidal preps
  • Laxatives
  • Motion sickness
  • Pain relief
  • Respiratory treatments
  • Sleep aids and sedatives
  • Stomach remedies

The following are examples of some of the OTC items that will remain available without a doctor's prescription (and which you will still be able to purchase with your Benny™ Prepaid Benefits Card):

  • Band Aids
  • Birth control
  • Braces and supports
  • Catheters
  • Contact lens supplies and solutions
  • Denture adhesives
  • Diagnostic tests and monitors
  • Elastic bandages and wraps
  • First aid supplies
  • Insulin and diabetic supplies
  • Ostomy products
  • Reading glasses
  • Wheelchairs, walkers, canes

These changes are required by federal healthcare reform legislation passed in March 2010. As we learn more about these changes and which items will be affected, we will keep you updated. In the meantime, if you have any questions, you are welcome to contact us.

Costco Pharmacy and Vision Centers Now Accept Benny™

We are pleased to announce that Costco Pharmacy and Vision Center cash registers will now accept the Benny™ Prepaid Benefits Cardfor approved expenses. (Please note: regular registers do not accept the Card.)

New IRS Rule: Tax Treatment of Healthcare Benefits for Children Under Age 27

The IRS has issued Notice 2010-38 in response to the recently enacted Patient Protection and Affordable Care Act (PPACA) and Health Care and Education Reconciliation Act of 2010 (HCERA). On June 7, we issued a notice to emplolyers giving guidance regarding the tax treatment of employer provided health benefits for young adults under age 27. Get Reimbursements Faster with Online Claims Submission

If you have the ability to scan your receipts, you can now submit requests for reimbursement from your FSA or HRA through MyFlex, our secure Web portal. As you may know, MyFlex allows you to access your claims history, status, and other information; update your personal information; view and print detailed reports; and more—24 hours a day, 7 days a week. If you're not already using MyFlex, contact us today for a temporary password to get started.

By submitting your claims electronically using the simple online form, you'll be able to see the claims in the system instantly and have confirmation that it was received. Claims we receive this way can also be processed more quickly because it eliminates the step of manual data entry by our staff.

To walk you through the new process, we've developed step-by-step Online Claims Submission Instructions, which may be accessed from the Document Library within MyFlex.
